Background, Issue & Challenges

HMRC has one of the largest document requirements in Britain. Annual expenditure exceeds £100m and tens of millions of documents are produced each year. Requirements are intensely seasonal, with more than half all material delivered between January and March each year to over 750 offices. HMRC were under pressure to make savings. Meeting deadlines is vitally important, yet documents are subject to frequent change.

We were charged with identifying and reviewing options for savings together with a recommendation on the best way to manage and fully satisfy the print requirements of HMRC and its customers.

 

Process

JMCL divided its project into two phases. The first phase spanned six weeks, at the end of which the consultancy produced a detailed analysis of the status quo and gave recommendations for the future. The second phase, carried out several months later, fleshed out the initial suggestions and delivered an estimate of potential cost-savings.

Outcome/Results

We identified how the Revenue would save £5 million p.a. in the short term rising to 20% over time. HMRC adopted our approach.
