English Heritage is the government’s advisor on the historic environment.

 

Process

JMCL provided a Diagnostic Report on procurement across the whole of English Heritage. This included a detailed analysis of English Heritage’s £60m spend and the way in which procurement operated.

We identified a number of significant cost-saving opportunities – prioritising telecoms, printing and publishing, building and grounds maintenance, building and grounds capital projects and car hire – and we set-out practical plans to achieve them.

We then managed a department-wide programme named “Buy Smarter”:

Establishing category teams and training the English Heritage members of the team

Facilitating the teams and providing procurement expertise to deliver the savings already identified

Introducing and using e-auctioning

Tackling the procurement fundamentals including recruiting a Head of Procurement and establishing a long-term structure and strategy for the procurement function

Outcome/Results

The teams delivered savings of 15% to 30% pa with EH’s sponsoring Department, DCMS, describing what JMCL had done in procurement with English Heritage as “best practice”.
