Deliver a Feasibility Study for a Derbyshire Joint Waste Authority (“JWA”)
Work Done
We investigated and established the feasibility of a Derbyshire JWA.
This required us to identify and collect key information from each Authority. We identified feasible options for the JWA. We developed sensitive operational and cost models for each option enabling a direct comparison with current costs and operations. Our work went down to collection and delivery route detail, to identify the optimal solution and the resources (depots, people, vehicles etc.) that would be required under a JWA.
We identified inefficiencies, potential conflicts and difficulties in the range of existing contracts relating to waste functions and recommended remedial action.
We produced a feasibility study including outline implementation steps addressing key issues including those relating to legal and governance issues.
We presented our findings both at interim and final stage to Members and Executives from each of the ten Councils.
Results Achieved
We identified and delivered our Report demonstrating the relative feasibility and the pros and cons of the initiative and showing:
- How to rationalise 11 depots down to 6
- How to deliver annual operational savings of £2.4 m pa on a cost base of c. £10m
- How to deliver contract renewal savings of £1m per renewal cycle
- How to deliver further procurement savings of £2.5 – £5m p.a.
